CA3 on the Meaning of “Has Committed” under the Stop-Time Rule

The court found that “has committed” in INA §240A(d)(1)(B) means the stop-time rule is triggered by conduct occurring on a particular date, or conduct that runs up to the date when the seventh year of residency ends.

CA11 Says 5-Year Limitation under INA §246 Does Not Apply to Removal Proceedings
