On Monday, two federal government memos were issued stating that U.S. immigration enforcement agencies will no longer use the term “illegal alien” in official communications to refer to immigrants in the country. Specifically, ICE and CBP will discontinue the use of words “alien,” “illegal alien,” and “assimilation” from internal policy documents and communications with the public. Immigrant advocates have long condemned the use of these terms as a dehumanizing effort to draw a distinction between immigrants without the means to explore legal avenues of migration.

President Biden is instructing officials to use “more inclusive” language when discussing immigration. Acting Director of USCIS, Tracy Renaud, signed a memo sent in an email Tuesday informing officials to use “more inclusive language in the agency’s outreach efforts, internal documents and in overall communication with stakeholders, partners and the general public.” Specifically, the word “alien” is replaced with “noncitizen,” “illegal alien” is replaced with “undocumented non citizen” or “undocumented individual,” and “assimilation” is replaced with “integration or civic integration.” A USCIS spokesperson said the memo was signed so that the agency “aligns our language practices with the administration’s guidance on the federal government’s use of immigration terminology.”

4 border aid activists were arrested and convicted after they left food and water in the desert that served as a wildlife refuge for undocumented immigrants. The 4 women faced up to 6 months in prison and a $500 fine. Last week, a U.S. District Judge overturned their convictions, ruling that the government was restricting the women’s religious beliefs when it arrested them for providing aid.

Reuters reports that on Monday leaders of both houses of California’s legislature introduced two bills to protect undocumented immigrants in the state from efforts to deport them once President-elect Donald Trump takes office on January 20, 2017. One measure would set up a fund to pay for lawyers for immigrants facing deportation. The other would train criminal defense attorneys in immigration law. “Immigrants are a part of California’s history, our culture, and our society,” stated Assembly Speaker Anthony Rendon. “We are telling the next administration and Congress: If you want to get to them, you have to go through us.”

NBC News reports that after two years of petitioning the Library of Congress, a student group at Dartmouth College has successfully convinced administrators to stop using the terms “illegal” and “alien” in subject headings for literature about immigration and instead use the terms “unauthorized” and “non-citizen” when referring to undocumented immigrants.

KPCC reports that California Governor Jerry Brown has signed a bill that removes the term “alien,” used in reference to foreign-born workers, from the California Labor Code. Advocates applauded the removal of the term, which is now commonly viewed as derogatory and dehumanizing, as an important step toward modernizing California’s laws.
