Buzzfeed News reports that a Trump-era policy that allows ICE officers to arrest and rapidly deport certain undocumented immigrants without access to a judge was suspended by the Biden administration on Thursday.

Biden Administration Considering Payments to Migrant Families Separated at the Border Under Trump

The Hill reports that the Biden administration is weighing the possibility of paying migrant families separated at the border under the Trump administration roughly $450,000 per person. DOJ, DHS, and HHS are all considering settlements in lawsuits filed on behalf of those families, which could result in payments of nearly $1 million a family.

DHS Releases Memo on Termination of MPP

Today, DHS has announced the termination of MPP, effective immediately, after finding that the benefits of MPP are far outweighed by the costs of continuing the program. DHS will comply with Texas v. Biden, but termination of MPP will be implemented as soon as practicable after the injunction is vacated.

Presidential Determination on Refugee Admissions for FY2022

House approves $3.5T budget outline.

The House approve a $3.5 trillion budget plan. Among other measures, the outline includes provisions for immigration. It would provide a pathway to lawful permanent residency for undocumented children, individuals who arrived from unsafe countries, and farmworkers. House Speaker Pelosi said “this legislation will be the biggest and perhaps most controversial initiatives that any of us have ever undertaken in our official lives.” Meanwhile, Biden referred to the vote as “a step closer to truly investing in the American people.”

ICE Poised for Reform as Biden Nominee Heads to Senate for Confirmation Vote.

ICE is set to get its first Senate-confirmed leader in nearly five years this fall, laying groundwork for reform within the agency. The Senate is prepared to vote on Biden’s nominee to lead ICE – Texas Sheriff Ed Gonzalez – who has worked with ICE in the past, but has also taken a moderate approach to immigration enforcement. While the Biden administration has already announced new guidelines for the agency, implementing them and others will fall to the new director. Gonzalez will need a simple majority vote to be confirmed in the fall.

Biden nominates Texas sheriff to run ICE.

Ed Gonzalez, President Biden’s nominee to head ICE, faced questions from Senate committee members Thursday during a confirmation hearing. Gonzalez struck a moderate tone on immigration enforcement that seemed to appeal even to some Republican lawmakers. If confirmed, Gonzalez would be the first Senate-confirmed leader of the agency since early 2017, and his nomination comes as Biden attempts to move ICE away from the enforcement policies of former President Trump. Gonzalez’s nomination is expected to pass out of the committee with Democratic votes, but the question remains how much, if any, support he will find from Republicans.

U.S. Border Patrol head removed

The Biden administration has removed Rodney Scott from his position as the head of U.S. Border Patrol. On Wednesday, Scott posted a statement on social media saying he was sent a letter offering him the choice to resign, retire or relocate. He said the notice didn’t give a reason for his removal, but claimed it was done “so the new administration can place the person they want in the position.” Scott will remain in his role for the next 60 days but did not decide if he will leave the Border Patrol or accept a reassignment. According to DHS, deputy chief Raul Ortiz will replace him as the interim head.

Pentagon to redirect $2.2B in border wall funds back to military projects.

The DOD announced that the Pentagon will restore $2.2 billion to military construction projects that were stripped by the Trump administration to pay for a wall along the U.S.-Mexico border. The money will go to 66 projects in 16 countries, 11 U.S. states, and three U.S. territories in fiscal 2021. Among those is $79 million for an elementary school for children of military personnel in Germany, $94 million for another such school in Japan, $50 million for a Marine Corps machine gun range in Guam, $10 million for a missile field expansion at Fort Greely, Alaska, as well as numerous other schools, hangars, housing, shops and facilities. The Biden administration in late April announced it would cancel border wall projects that had been funded through the DOD and return the funds to the military construction projects from which they were pulled during the Trump administration.

U.S. closes Trump-era office for victims of immigrant crime.

Biden administration announced it has dismantled a Trump-era government office to help victims of crimes committed by immigrants. Trump created the Victim Of Immigration Crime Engagement Office (VOICE) by executive order during his first week in office in January 2017 in an effort to link immigrants to crime. ICE said it was replacing VOICE with a “more comprehensive and inclusive victim support system” called The Victims Engagement and Services Line.
