DOS posted the Visa Bulletin for March 2019. In addition to the final action dates and dates for filing applications, the bulletin includes notes about diversity immigrant visas (DV), the Employment Fourth Preference Category for Certain Religious Workers (SR), and the Employment Fifth Preference Categories (I5 and R5). USCIS determined that for March 2019, the Dates for Filing chart must be used for family-based preference filings and the Final Action Dates chart must be used for employment-based preference filings.

USCIS notified stakeholders that on June 3, 2016, with the help of the National Visa Center (NVC), it issued the third round of invitations to apply for the Haitian Family Reunification Parole (HFRP) Program, which allows certain eligible Haitian beneficiaries of family-based immigrant visa petitions approved on or before December 18, 2014, to be paroled into the United States up to approximately two years before their immigrant visa priority dates become current. The invitations include instructions on how eligible petitioners can apply for the program.

There are various issues as to what they might qualify for. However, if they are under 21, they can climb on the petitions of their parents. Thus, we would have to see what the parents might qualify for. If the child is under 18 years and 6 months, they should consider leaving the U.S. because they would not be subject to the 3/10 year bar.
